A motherboard swap only stopped the occasional boot loop I was experiencing, and the frequent prompts to enter setup via F1/F2. It does resume as if its coming back from sleep, which is even more odd. The PSU will audibly "click" over but then the PC shuts off and restarts from the BIOS prompt as if it were rebooting.
